Consultative Council forms the upper house of parliament. Its
members are appointed by the president. Following
constitutional amendments, President Salih appointed 111 members
to the new council on 28 April 2001. The list included 11
ministers from the previous government, three ambassadors serving
abroad, three women, and a number of opposition figures (see
